Yes, the top of the post can be pulled off.
I could see TRYING to do that if cement was $1,000 a bag, but it's not!!!! Dig out the old cement and splurge for a couple of bags of quick dry cement. By the way, this goes OVER the wood post. If it is rotted out you need a new pressure treated post. Those ain't expensive either. Put the post in the open hole, dump in the bags of cement (dry) and then pour in enough water to soak down to the bottom. All done.
Sorry, we only bought the Mailbox, not the post. We mounted the Mailbox onto a white wooden post. It was easy to do this.

Gibralter recs a 48" total length for the post....I'd go to 54" for more rigidity, especially if you're mounting anything more than the lightest, cheapest box on it...
