Can you adjust the lenght of the chain
Yes you remove the clips from the basket rim and slid them off the chain link. Then cut the chain to the length you need then slide the clips back into the chain and clip it to the basket rim.
I would think so, it is a very simple hook attached to three separate chains that form sort of a "tee pee" shape at the top.

You can't make the chain longer unless you are able to purchase another chain and tie the ends of the links together. I wouldn't shorten the chain because, to me, it is the ideal length for the hanging basket.
On my basket, the S hook is not open enough to slide off the chain. If you take a pair of plyers and open the bottom of the S hook, you could adjust the length of each chain.

Yes you do that. I use 2 liners so I can put water crystals between them they hold more water for droughts. This coco liner is to allow air to get to the roots helps keep from over watering.
