I think you should contact Glacier Bay directly. It is possible there may be a Casting issue or maybe your roof vent maybe plugged and its causing a vacuum and sucking the water out after flushing. Try refilling the bowl by hand with a gallon jug and see if still drains out....
You should not need the exact part number for it. You can buy any toilet seat made for an elongated toilet. They are all pretty much the same,

You can not change the amount of water in the bowl. The amount of water in the bowl is determined by the design (i.e. shape) of the bowl and the siphon. Toilets with low flush volumes almost always have small amounts of water in the bowl.
@MrHandyman Thank you for your response. That does make sense. But do all your toilets act like this? Because for me only this one is having the issue. Other toilets are not having this issue. Well this one that's having issue is the only one on the first floor, the rest are on the second floor.
