No, it is not rust resistant. This one is a replacement for an exact model which was rusty and needed to be replaced.

Do you remove the plastic round underneath the flange to screw it to the wall? How? By popping it...

The rings have to open or be removable. A closed ring can not be removed without taking down the rod.

what is the diameter of the outer flange and do you see the screws or are they concealed?

Need a 1/4” drill bit most likely going into tile so you need a tile bit, comes with anchors you put in wall and screw in with gun or screwdriver takes 5 mins, and that’s taking my time

Very poor quality
Just bought this and although it works, there are 2 major issues. First one is that the end caps on each end don't match the rod (two different finishes and color) and the end caps are also way too shiny, really looks like plastic. Second is that the plastic wall anchors they give you to install it, break when you insert a screwdriver to place them in the wall (never seen something like that happen. For another nickel they could have included wall anchors that don't break). See pictures.

This is the perfect type of shower curtain rod as it screws into the wall. Problem with the friction compression type they tend to fall and usually when taking a shower. See attached photo.
