Yes. You need wifi. The nest can be adjusted at the thermostat once it is set up but to program it you need to be able to connect with it through the app and for that you need WiFi.
I looked into this when I started buying smart devices. Unless you have insanely fast internet speed like 500mbps or 1gbps, the 5.0 network is less efficient at further distances without wifi boosters placed around your home. If you have a dual band router you can switch it to 2.4 ghz pretty easily if you need to.

You will need a C wire. Most likely your unit has a terminal which supplies constant voltage, which this unit requires. Just run a third wire from there to the C terminal. (It will show ~28V AC output whether the other wires are on or off). You might have to figure it out by trial and error like I did, but there is a C terminal even if it's not connected to anything. A voltmeter is handy for this.

To preserve battery energy, Wake on Approach will not activate unless you have a Common (C) wire is installed. Instead, the display will use Wake on Touch, that activates your Nest Thermostat display when the touch sensor is triggered. We recommend having a Common (C) wire installed if you want to have the Wake on Approach feature activated. This feature can be turned on or off on the Google Home app.
