which fixed skylight has U factor 0.45 or better?
This skylight/brand does not have a Ufactor as a rating due to its dome shape.
The outer measurements of my existing (broken) skylight are 24”x24”. Will this skylight fit?
In order to get the proper skylight you will need to measure the inside/rough dimension ( hole in the roof). That size will help guide THD to order the correct skylight for you. Outide frame dimension is different manufacturer to manufacturer.

The interior dome on this skylight model is a dome shape as well. Has a lower rise but it is also a dome shape.

These acrylic dome skylights do not have a SHGC ratings. Solar Industries can offer special order flat glass skylights with Low-e glass that have SHGC ratings please see local Home Depot for details.
Does this skylight have weep holes for condensation?
Yes it does.
Purchased the Gordon 22-1/4" sq. fixed curb skylight. Installing on a new curb on a 60 mill PVC roof system. The 25 1/4" sq. rough outside curb dimension seems to be small for this type roof system. Should the curb be framed larger?
Sounds like the skylight you purchased is to small for the curb you have. You can special order other sizes at THD. This size skylight covers most industry standard 2x2 curb systems.
