You can use the garden on a patio, the frame will hold together. But it will probably not be deep enough to grow anything but shallow-rooted veggies and herbs. The soil will also not drain properly. I would use a tarp or heavy-duty plastic under the bed to protect the concrete from staining. You might consider putting down a layer of gravel on the bottom to keep the plastic secured and to improve drainage.
It appears to be just raw wood.
There should not be a reason not to do it. But it is not necessary. The boards are specifically made of cedar, moisture and rot resistant wood that should last a long time without any moisture protection. The liner might protect the interior but exterior still would be exposed.
Wood is wood and yes there was minimum bowing but overall for my first season I was completely satisfied with the appearance and maintenance of the garden. Great product.
