If you're working with soft pine, predrilling isn't necessary. But if you're working with harder woods or screwing into the side or edge of piece of wood, it's best to predrill to avoid splitting the wood.
Pre-drilling depends on your usage. If you want to use the screw to squeeze together the boards then you should drill a hole slightly larger than the screw in the top board. Also, if you are putting the screw near the end of the board you may want to pre-drill to avoid splitting the wood. Otherwise pre-drilling always helps but is not required.
