A:  Dan, Sand lightly using a sanding sponge. Paint with Rust-oleum paint and primer in one. A:  Around the window frame, beneath the stucco, there are (or should be) 2 x4s. Check by drilling a pilot hole where you intend to mount one of the corners for the grate. Drill until you hit solid wood, then screw in the grate corners. I don’t recommend using anchors for something like this. A good masonry bit attached to a hammer drill will handle stucco easily.

A:  I don't have direct experience with stucco but I would expect that a lag shield would sufficiently anchor it into the wall. It depends on how thick the stucco is and what is the substrate upon which the stucco is applied.
