Yes. That's what I used it on.
It will get into any gaps between planks and never come out. I was talking to a floor guy yesterday and he recommended against my painting a hardwood floor for this same reason.
Yes, thoroughly sweep and clean the concrete, then apply the primer with a roller. It will seal the concrete to allow a much better bond with the peel and stick tiles. I found it to be much better than just applying the tiles without the primer as they seem to stick better with less tendency to separate or come up.
My best answer is: Probably. However, I have had no actual experience applying self-stick tile over linoleum.
