A: I have used this product for over 2 years in Central Texas summer heat and it has significantly lowered the temperature on our patio for the past 2 summers! I think it would help your situation especially if you have less humid summers than Central Texas
A: Not sure exactly about the exhaust fan question, but keep in mind this is an evaporative cooler or "swamp cooler" that cools better in dry/desert climate (10-25% humidity levels). In humidity, it will simply be a high fan, and likely not cool very much at all. I don't know what your humidity level is, but you may want to research further its effectiveness where you are.

A: Yes you can. HOWEVER, please understand that this is EVAPORATIVE COOLING not Air Conditioning. As such, the cooling works best when the local dew point is under 55° and there is at least one small vent to the outside. Completely enclosed without an exhaust point will severely diminish any cooling.
A: I don't see why not. In essence this is a fan that blows air through water covered filter type materiel. It does not produce any fumes or exhaust.
A: Absolutely will work in an apartment.
