I use it to keep my feet warm, so i would say yes! It makes a small noise. Nothing that would bother the person next to you.

Yes, it gives no heat at all...it's more for small areas. I use it in my cubicle and have left it on 48 hours. No one noticed lol

While it would probably do a good job of heating, it would not be a good idea to use it in a vehicle. One reason is that the heater needs a stable/flat surface. If it is knocked over, it will shut off. Trying to keep it stable in a vehicle would be distraction that you really don't need. Another reason is that, the heater runs on common house current, 120 VAC @ 2.1 Amps maximum (250 Watts). To run this in a car, you would need a power inverter that exceeds the 250 watt rating of the heater. Something like the link below. However, when the heater is running at full power you will be drawing around 20 Amps from you vehicles electrical system.
