I think this product, like some others, has undergone some changes over time. Mine is marked in 10 psi increments up to140 psii and NOT 200 psi. As for your second question, the minimum working pressure is much lower on mine. I recently used it with a Home Depot HVLP sprayer at 35 psi and it did a good job. The max pressure for the spray gun is listed at 40 psi. I am not sure how accurate the gage is below 25 psi but it should allow you to go that low if it is like mine but, again, it may have undergone spec changes. However, 90 psi seems like a very high minimum working pressure or downstream pressure to a nail or spray gun. Sorry I can't help more than that but, again, there may have been changes.

DO NOT BUY!
I bought this regulator for my 60 gallon 175 PSI air compressor. Worked good for about a week then it started to leak. Not much longer that same day. The screw that adjust the pressure blew completly apart and sent the gage flying .Ive never had it over 100 psi. Always drained the lines and tank after use.
