Yes, I've had to cut several of mine so I dont have extra long tails. Just remember to take a lighter to the cut end so it won't start unraveling.

Good question, they are a pain to get out of the plastic holder, I just take side cutters and cut what's holding it.
These are not ratchet tie downs, they hold tight with a Cam Buckle. I've gotten the ratchet tie downs from Husky too, and there is a plastic piece that holds them in the package. That plastic piece is hard to remove, but it has a tab that you pull up and then slide the plastic piece to remove. It has 'feet' that hold it in place.
I use a scissor to cut along the high side of the package. One side is usually enough.
