Yes it can.
Most air tools & accessories operate at 90 PSI, and spray guns at 40-60 PSI. The regulator on this compressor does not supply 200 PSI. The 200 PSI feature & design provides 2 times Longer Air Tool Run Time than similar compressors at 150 PSI.
This Husky 27 gallon should run fine on a 15 amp breaker but there should not be be anything else running on that circuit while it is operating, especially when the compressor kicks back on at cut-in.
The quick connects on the compressor are universal.
Can easily handle a framing nailer. If you’re looking for something more portable a pancake unit would also suit your needs.

This compressor produces 5.1 SCFM at 90 PSI. As long as the sandblaster requires less CFM than what this product delivers, the air compressor should have no problem operating the tool. Also, the air compressor has a duty cycle of 50% and the air compressor pump should not run more than 30 minutes in any given hour.
since it's got 200psi capacity and 27gal tank, should do better than the 30secs to which you refer, but will it last 3-4 mins - no.
This compressor produces 5.1 SCFM at 90 psi. It will not work on a tool that requires 10-12 CFM.
The Air delivery Specifications as listed on page 8 of the Use and Care Manual are 6.8 SCFM at 40 PSI and 5.1 SCFM at 90 PSI.
