      A:  I believe so. If you look at the husky linesman pliers they have similar insulation and can be used on electrics.

        A:  Yes, I believe it is. If you have any doubt, you can use the beaks in line on a low voltage circuit with a bulb, much like the continuity tester many of us made in shop class.

          A:  I want to start this answer off by stating that I have no idea what size capacitor you are trying to discharge and I would not short a capacitor in the first place. It is better to disconnect all power and wait until it discharges on its own. Get a volt meter and check for voltage after about 10-15 min. That being said, the handles on the pliers are insulated because they are covered in rubber. BUT!!! I would not use them to discharge anything over 12v DC. There is too much danger in shorting out a capacitor.

            A:  This could be very dangerous. Use a high wattage light bulb to discharge a capacitor (if you can't just wait for it to discharge itself). You need something with resistance or you'll discharge a lot of current really fast.

                  I can't say that I had ever bought Husky product in the past but have purchased several things in the last year and I love them all. I started with a small tool carrier for inside the house and then bought a great set of screwdrivers which i love; they have the symbol on the end of each to indicate the type when standing up in the tool carrier for an easy find! Then I just purchased a full set of pliers and am enjoying using them also. And what woman needs a pink toolbox or tools when Husky has this sharp looking black and red color combo!!!

                  These pliers were for an art project of mine. I am an art student and my teacher decided we'd have to make a wire sculpture. The pliers allowed me to cut with ease as well manipulate the wire well. They were wonderful and didn't cost me an arm and a leg!
