Yes, the Klein Tools’ High-Speed Steel Double Fluted Step Bits are designed for use on steel, stainless steel, and aluminum sheet metal/duct metal. They are not meant for tool steels or hardened steels.
Mild steel, thin consumer grade SS - probably some plastics if you drill slowly enough to not melt the plastic. I assume it will be fine with any of the soft metals also. I used a 18V battery drill, and it worked, but a drill press might give you better control of kickback

Yes. If you drill slowly and use a quality lubricant. Use stick wax, WD-40, etc.
The Klein Tools KTSB15 Step Bit is made from M2 high-speed steel.

The Klein Tools model # KTSB14 can be used on stainless steel, for best results use a low rpm drill setting and cutting fluid.
