Yes that will be a good product to use as decking, But use the new Roof covering on top of the Decking, before the shingles are installed
I would rather see you use the new Wax Coated Sub-Flooring, it is sold in the building department at Home Depot, it is warranted against Moisture. I have Purchased this many times from Home Depot
I would not use an Epoxy Paint on any wood flooring
Yes, Vinyl can be installed over this sub-flooring, when the T and G is installed it becomes a very smooth surface, I think mic Tile could go over it as well

Depending on what you were going to accomplish doing this. If you where going to made a rooms in your garage, I would do the following. I would seal the Concrete Garage floor first (Apply (2) Coats, it dries fast. Then I would install with good Construction Adhesive. Then I would build the walls on top of this product

This of Course, Depends on what kind of room divider that you are going to be using the room for. On Interior Room Dividers, We usually use 3-5/8" Wide Metal or 2" x 4" Wood Framing on 16" on Center, with sheet Rock (Drywall) installed on both sides of the divider wall. Now if you are going to use the divider in a storage room and you need to attach heavy objects to store on the wall, this would be a good Item, but use wood studs
