yes it can.
yes it can This switch works great as long as you know how to wire it, since the manufacturer has answered questions incorrectly I will explain how to wire it and how it functions. the black is the power in, this connects to hot. the red is the low power out or circuit 1 [ connect to motor low power or input of single bulb ] the blue is the medium power out or circuit 2 [ connect to motor medium or input of other 2 bulbs ] red + blue is high power or circuit 3 > pulling on the cord again activates both circuits with a fan motor both the low power winding and medium power winding are powered causing the fan to run at high speed, with the light bulbs it causes all 3 bulbs to be illuminated. So : off click 1 : output to red wire [ connect to bulb 1 ] click 2 : output to blue wire [ connect to bulbs 2 and 3 ] click 3 : output to red and blue wires both click 4 : off a video showing it does work and explaining how it works can be found here https://youtu.be/r9v2L1xmDAQ
this is my fan's original switch, but only 3 of the 4 positions are used.
This toggle has free wires. It's set up for two different lights (night light and regular light). For my fan it turned one light on kept the other off. Second pull turn the second one on and turn the first one off. Third pool turns them both on. Last pull turns them both off
not on its own, you would have to know how to wire it in . you have to know wiring enough to be able to look at the old switch to determine what you need to replace it.

if by 4 speed you mean off, low , medium and high then yes.
