my old light single pole switch has no screw for the ground wire, can I still use this switch? thanks

Yes. If there's a ground wire in the box (even if it's on another circuit), you can hook that up to it (you may have to add a pigtail to splice it in). If there's no ground wire, then the box is likely to be metal and grounded -- the switch will be grounded when you screw it to the box, and there may also be a terminal on the box where you can screw a ground wire from the switch for added security. If there's no ground wire and the box is plastic or otherwise ungrounded, then there's no way to properly ground the switch. You can still install the switch, it just won't be grounded. That's not up to code for new construction or remodels, but it's accepted for a replacement switch. After all, it's no worse than the old switch that wasn't grounded.

how do I know which screw is for hot wire or neutral wire? thanks

There is no neutral wire on a switch. Hot goes on the bottom and the switch is marked with the word top.
