Can I use this dual circuit motion sensor switch programing it so the sensor controls one of the circuits and the other just be manually operational?
Yes, the MS-OPS6-DDV is able to have one circuit turn on automatically and the other circuit turn on manually.

I need a dual circuit like this but with a dimmer. Do these have a dimmer or, if not, what do I need to get. Thank you.
Currently, Lutron does not have a dual circuit occupancy sensor that is capable of dimming. There is the MSCL-OP153M, which controls one lighting circuit.
Will this turn on for a toddler that is 2.5 ft tall? The switch will be mounted on the same wall as the door 4 ft from the floor. Need the light to turn on once toddler walks through the door.

This sensor may have trouble sensing motion from a 2.5 ft tall toddler up close. However, the further back from the sensor, the lower the view of the sensor will be. Witch is the Best model to control one LED light and one fan 3.6 amp
If you will be controlling a paddle-style ceiling fan, Lutron recommends the MACL-LFQ. You can see which LEDs are compatible with this control by visiting www.lutron.com/ledfinder. If you will be controlling an exhaust fan, Lutron does not currently have a stacked control rated for that type of application. The closest examples would be the MA-L3S25 dimmer/switch or MA-L3T251 dimmer/timer, but these are only rated for use with incandescent/halogen lights.
Have a single light with two separate switches. Will this work or do I need a double pole switch replacement?
The MS-OPS6-DDV can control two separate lighting circuits independently from one another. The circuit connected to the top button will respond automatically by the sensor lens picking up motion. The second circuit, conntected to the bottom button, is set to manual on/auto off by default and will not respond to the sensor lens. You would need to adjust the programming for this.
