The "#20" is a mistake on how the product specifications have been entered in the Home Depot's system. It should say "1/4 inch". All three versions of the Makita Impact XPS bit sets feature a 1/4" shank and are compatible with all impact drivers. Hopefully, someone from THD can update the product specifications page.
By "regular" I assume you mean a manual screwdriver, or an electric low-voltage screwdriver. The answer is yes, if they accept the standard 1/4" hex shank bits. As a matter of fact, I use my impact bits on my manual screwdriver all the time. It is overkill, but this way I only carry this set with me.

Yes they are. I've had other manufacturers magnetic sets in the past. The Makitas have held up the best. The length of them are perct as well.
