Is the outside jacket approved for under trailer applications; or only in attic space.
You will need to check your local code authority to verify what they allow.
Can i take out the flexible inside and just slide the insulation over metal pipe? cant find anything made for 4 inch straight pipe
It is not recommended to separate the inside and outside of the flexible duct, you may consider using duct wrap.
Is this for a mobile home

How thick is the insulation?

The existing crossover flex duct I would like to replace this with is only 10’ long. Should I cut this to length or compress? What length? Existing strapping is wire. Recommended strapping material? Do you recommend using foil tape, zip ties or duct tape?

That is dependant on your local codes. Some code localities require the black jacket.
If I have a long run, like 30’ of this 6” duct, and I install a booster fan to boost airflow through, what CFM can this flexible duct handle? What CFM will be too much and cause it to fall apart?
6" flexible duct is typically rated at 75-80 CFMs,depending on the static pressure this may change.
