A: Yes it can with Rustoleum or Krylon spray paint that specifies suitability for use on plastic. Used Krylon and the planters, now dark green, look terrific.

Looks nice great design and self water feature, but the plastic is very pourous, and the white was blackened quickly just by me planting in it and dirt touched the surface. Also the plug they give you is too big. It is for filling the self water feature at the top. i highly doubt anyone has a drill bit big enough to drill a hole cleanly. I had to drill and use a knife to make it slowly bigger, but it looks pretty crappy.
