Weep holes are made in the mortar joint not the brick. If I were drilling into brick, I’d use a masonry bit with a hammer drill which would be lighter and more controlled rather than an SDS.
They are carbide tipped bits. Similar to a carbide tipped saw blade. The 2 carbide tips are attached to the end of the twist bit.
