bare tool means no battery or battery charger. So you get the extensions crevice tools etc, it just wont work without you buying a battery and charger separately. Bare tools are sold so that someone who already has a whole collection of Milwaukee tools doest end up with a inordinate amount of batteries and chargers.
More run time only. Only High Output tools get more power from the batteries that have High Output. Your 9.0 is probably just High Capacity anyway, and not High Output.

No, this model is not meant for wet usage. Milwaukee does have a wet/dry version.
I think this was to prevent motor damage by overheating. The first one I had did not do this and died early, the replacement had this feature.
