There are several important differences. The practical difference between Lithium batteries and Lithium-ion (Li-ion) batteries is that most Lithium batteries are not rechargeable but Li-ion batteries are rechargeable. From a chemical standpoint, Lithium batteries use lithium in its pure metallic form.
Unfortunately Milwaukee left us with 28v tools deserted. The 28v battery has a different profile from 18v. So the batteries will not fit into the tools. Even if 28v battery fir it would quickly burn out the tool. And trust me on this. The 18v Milwaukee does not have the power of other 18 volt tools. I have 18v Milwaukee tools. Working with others, I’ve seen the RIGID brand work circles around my Milwaukee. I wish I knew about how good the Rigid tools are before I believed Milwaukee and their sales line about 18v has power of their 28v.
