This is a very durable decoration that can be used outside without being subjected to rot. Although by design, it screws on in only two places (at the end of each angle), if you were thinking of this being permanent, I would definitely consider using construction adhesive.
Can be painted as well with acrylic exterior paint. Spray paint designed for plastics would work as well. Oil based paints would not be advised.

This seahorse bracket is made of PVC. The packaging says that the bracket is paintable. It comes with 2 screws for attaching, although I feel that a couple of screws on each edge is more appropriate. The bracket is narrow -- just 1/2" thick. I would prefer that the bracket would be slightly thicker making it easier to screw into. You may want to paint the screw heads so they aren't visible.
