Yes, the heater that was delivered to me looks like it was damaged in transit as the fan was wedged against the front element. I pushed the motor housing back until the fan could turn freely. Personally I recommend not having this delivered as its to delicate internally to survive Fedex and UPS.
Can the fan be run without the heater? Say in summer as an air circulation or cooling fan?
Yes my heater was new. I installed and wired myself and none of the electrical connections were touched before I installed and tested the heater.

YES it can,it comes with a adjustable thermostat !!! But I have 2 of them so I wired them each separately to a switchs 30 amp , and separate breakers 30 amp and 10g wire from the service breaker panel to a receptacle box with cover plate , then flexible romex conduit from receptacle box with a cover plate to heaters . I turn thermostat all the way up and use the switch. I use it just to knock the chill out. my ceiling is still open until I lay down plywood upstairs floor may be spring time.
My garage is 440 sq ft. I have one heater that does a good job. Advertised heating area is 400 sq ft. I would recommend 2 heaters even spaced in your garage. The unit draws 21 amps as rated. This tells me EACH unit should be wired on its OWN circuit with a 30 amp 220-240 volt breaker with a minimum of 10 gauge wire. I used 8 gauge on mine for a higher safety factor.
