It depends on your drain and the adapter that comes with yours. Mine was a 1 1/4 inch hole.
It should. The sides slope inward a bit, therefore the dimensions of the base where the washer will sit is 27" x 29".

I would go to service desk and ask. There were a handful of pieces sitting on top of this stack, but I think they were random plumbing parts people just set down because they couldn't figure out where to return them. The GE washing machine pan, located in another section of the store, had the part attached. The GE pan had a lower lip which probably would not accommodate the adapter coming out of the side. I wasn't planning on using the adapter (no place to drain it) so I did not worry about grabbing one when I bought the Oatey version.
The only issue is getting the freezer into the pan without crushing and shattering the edge. This is fairly light weight plastic. Cut two 2x4's the width of this, stack and screw together. Put it in front of pan while you walk your appliance into it.
Outside may have been measured from the bottom of the tray, inside measured from the inside top of the tray. JMO I can not measure it to be sure. You can go to the store and measure it before purchasing.
The outer measurements are 29.75 inches W x 29.75 inches L x 3 inches H.
