This cement is not approved for that application. Oatey would recommend following the manufacturer of the hose instructions on how to join their product.
Most of these glues are immediate bond. Once you apply coat to both pipe and fitting and push straight in your bonded in 5 seconds on most sizes. The only way I have slowed it down it when it’s cold as heck outside.
This is by no means an expert opinion, but I can tell you what I chose this for. I was using the pipes to build a giant pool cover holder, not for plumbing. My pipes didn't need to hold water, they needed to hold a lot of weight draped across them and not come apart.
Drying time is a matter of a few short seconds. The can indicates up to 12" pressure and up to 18" non pressure
Not sure what exactly SDR is however if it PVC it should be fine.

Not sure if it will as the cement doesnt run to be able to seal leak from one end to the other.
If your piping is under 12" then it should hold up nicely.. I've had very little experience with wells and pumping pressure. However my limited understanding is the the pressure is on the low end. Which is why I say it should work just fine.
