A:  I answered this in my review of the product. I had the exact same concern. You must FULLY open the handles, then the cutter will engage the ratcheting cutter properly. Sorry you too had the same problem as me. Wish they provided instructions on the package so we didn't feel so stupid....

    A:  For the cutter you need to pull the two handles apart with some force. The blade will then open.

    A:  IT took me a bit to figure it out too. You have to pull the handles further apart than they open on their own. They may feel like they're fully extended, but they will open further. It was easier after the first time.

    A:  With your thumb and finger grab the top of the blade and pull apart (make sure the wire latch is on the lower handle is open).

      A:  Mine would not budge unless handles pried apart and the keeper to open blade broke. The blade is in too tightly and the nut and bolt won't loosen either. It should open like the one I have for larger pipe. Take it back or call Orbit and see if you can replace it.

      The cutter was a bit tricky to use but functioned adequately. The screwdriver was just that, not great quality and too big a tip for the sprinkler head screws. The nipple extractor tool worked fairly well. For the price, the set was adequate.

      Bottomed out and Stripped
      Bought this to hopefully remove broken sprinkler riser. Inserted extractor into broken section and pushed down as far as i could to get a good bite. Turned and just spun, stripping the inside of riser. Tried to push further down but unit bottomed out. Seems like it is not sharp enough nor is it wide enough. Ended up using knife to carefully cut broken piece out. Cutters did a fair job but for what I paid for the set it wasn't worth it to me.
