Can this rug be used outside on a screened in porch?
I don't think I would use this rug outside unless your screened in porch is dry.
I don't see why not. I wouldn't put it directly outdoors in the sun but I think a screened on porch would be fine. We love ours. It's in my son's room and has held up perfectly for 3 years now.

Is this rug soft or rough?
I purchased this rug several years ago for my classroom. I wouldn’t say it was rough, but it was very sturdy. I had little kids and they enjoyed playing on the rug. I would recommend it. I do suggest buying those pads to keep rugs from moving because it doesn’t grip the floor.
