Is this panel preassembled yielding an 8 ft. section of fence?

This specific product is the picket only. You must provide the rails and attach them yourself. This makes a nice vertical appearance if you are installing on a sloped terrain. I used less than the box (27 -pack) on an 8 foot section because I wanted a greater spacing between pickets. The pre-assembled panels are indeed 8 feet long.

This is already treated ?? Do I need to prime it before I paint them ?? Also, what is the best paint and primer??

We did not prime..just sprayed on with exterior fence paint. Rough sawn so brush wouldnt work all that well.

The pickets measure 3 9/16" in width. Divide 9 by 16. The result is .5625. Add 3 for 3.5625. That is the decimal equivalent of 3 9/16". Divide 96" by 3.5625 which tells you that you have 27 spaces. Choose 14 pickets. 14x 3.5625 = 49.875. Subtract that from the 96" overall length. 96 - 49.875 = 46.125... You have 13 spaces between pickets with 1/2 space at each end so that when you set the next panel you continue your equal spaces, 13 + 2/2 = 14 Divide 46.125 by 14 to equal 3.2946" per space. Divide that by 2 to find your initial half space which is equal to 1.647". Plug the 3.2946 into the memory of your calculator, as it is not as easy to remember as the width of the pickets at 3.5625". Get a piece of paper and draw 30 vertical lines which are generally spaced somewhat equally. Draw squiggly lines on the spaces which are pickets so you can differentiate them from the void spaces. Get your calculator that has the 3.2946 in the memory. Recall the memory and divide it in half which is equal to 1.64732. Write that number above the first vertical line. Add 3.5625 ti that number to equal 5.21". Then add the recall memory to equal 8.50". Add the width of the next picket at 3.5625 to equal 12.06" and so on and so on until you get the end of the 30 lines remember that your last space is a half space. Take that piece of paper out and put your tape measure on the 96" rail and mark each number on the rail with a little arrow thingey. Set two additional rails next to the marked rail with the ends lined up exactly and use a tri-square or speed square to transfer the layout onto three rails at a time. Use two of the rails for your first section of 96" fence panel. Retain the third rail with layout to transfer onto two additional rails, two of which you will use for the second 96" section, and the third to transfer layout to two more rails, etc. etc. Easy sneezy!
