The baluster has two screw holes at the top and the bottom of the baluster. They come with screws to attach to the railing. The screw are supposed to be included. However the packaging is terrible so the screws may have been lost. Home Depot was great about the issue but the manufacturer needs to correct its packaging!
I didn't use them. Up for 2 years with no rust, etc. They're aluminum, and I used stainless steel screws, covering the heads with black paint (applied with q-tip)
I did not use washers. These are wood screws and don't come loose like machine screws would. Installed 4 years ago and still look great.

I'm not a metalworking expert, but I'm sure they can be cut. Use a blade specifically designed for relatively soft metal (aluminum). File the remaining edges down and get a can of black gloss spray paint (Rust Oleum) to cover the cut edges. You can always drill another hole to get a second screw in on the cut end. If you do, countersink the hole to the depth of the screw head and pain before installing. I bought some flat bar aluminum and made a couple of custom-sized balusters for my deck.
If you use at least one upper and one lower hole, it should be fine. A tip: I used a 6" piece of 2X4 as a spacer to insure that the balusters are of equal distance apart. Use a torpedo level to insure that the balusters are straight. Good luck on your project.
It's 1/2 inch from the top of the baluster to the center of the first screw hole and 3 inches from the top of the baluster to the center of the second screw hole .....
