Created to construction water features or ponds with a more designer, formal or natural look than rubber liners are able to offer with no more unsightly folds or creases. It could but would not be the best scenario to put yourself in. Whenever that paint decides to let go, everything you have stacked on it will come off as well.

Is this product ok to use in the water dish part of a concrete bird bath? And is it safe for birds drinking the painted water?
Yes as long as it had beern mixed and applied properly. It would then cure to a smooth, dry finish and become inert.
Can this be used to seal a painted fiberglass ball fountain to keep the chlorinated water from bleaching the ball white

Can you throw flakes on it for texture as well as color like is used on epoxy floors
Yes but make sure your put them onto your last wet coat so they stick.
Can i use the clear "color" over a painted resin bird bath? And if so what paint do you recommend ? I want to paint a sunflower on the interior of the bath bowl

Does this dry glossy or matte?
Glossy, but if it is under water, you won't be able to tell. If it is not submerged, then let it cure for two days and use a scotchbrite pad like you find on the back of a kitchen sponge to buff it with a little water. It will dull out pretty fast.
