Since they are of different lengths, I suspect one of them was broken before and has since been replaced. Springs come in various weight lifting capabilities. There is a painted color code on the springs themselves that identify the weight lifting capacity of the springs. The end cones are always black and red to identify right and left springs. The color code for weight lift capacity in lbs is: Orange=70, Lt Blue=90, Tan=100, White=110, Green=120, Yellow=130, Blue=140, Red=150, Brown=160. Since you might not know which limit is needed, I would use the color code of the springs you have that has the highest weight lifting capacity. Or you can disconnect both springs and weight the door with a bathroom scale. This is (dangerous, be careful! You'll be dealing with a spring under high tension and the dead weight of the garage door weight your garage door with a bathroom scale. Then use the spring color that is at least equal to or greater than your garage door's weight. If you don't know what you're doing, hire someone. It will be more cost effective than if you are seriously injured. Penny wise, pound foolish as the English say.
The color code seems to be specific to Prime-Line springs. It does not comply with DASMA industry standards which would use the Gold color for 0.250 inch wire diameter.
Usually you can't unless you disengage the chain/belt from the garage opener and lift about 80-150 pound from the garage door, however the mayor problem is the steel wires on the side won't wind. Probably it can be opened with the help of 2 or 3 people doing different part of the job of the garage opener.

Thank you for your recent inquiry regarding these garage door torsion springs from Prime-Line Products. Prime-Line Products provides a handy Spring Selection Chart for the selection of their springs based on the spring’s dimensions instead of the door’s weight… please visit the Prime-Line Products website where you can access the Spring Selection Guide for proper selection of your springs. When dual spring installations are involved, it is important to replace both springs. Please see the product specifications and illustrations found in our Spring Selection Guide to assure that the proper replacement spring has been selected and, in the case of dual spring installations, proper use of LEFT WIND & RIGHT WIND SPRINGS is imperative. As an important safety precaution: all broken or malfunctioning hardware should be replaced with matching hardware, without any modifications. These garage door springs can cause serious injury if not handled and installed properly. If your door has a torsion spring (coiled around a tube or shaft above the garage door opening), we highly recommend that you do not attempt to replace, adjust or relieve tension on the spring, cable or drum yourself. Also, that you do not attempt to remove or loosen any bolts attaching bottom brackets, bearing plates or endplates, but rather to call a professional door service firm to prevent serious bodily injury. If attempting to replace the torsion springs yourself, it is important that the removal or adjustment of torsion springs is not attempted with any other tool other than the GD-52238. Failure to do so may result in personal injury or property damage. The winding rods (Item no. GD-52238) consist of two identical 1/2 in. x 16 in. rods which are used to wind and unwind the tension on torsion springs and are the only tools recommended for this purpose. Do not use on winding cones larger than 33/64" in diameter.
