Not really sure as the weatherstrip material is designed to be attached with the nails supplied or possibly screws - basically some type of mechanical fastener. It would take a special adhesive as the materials are so dissimilar. With the curing time needed I am not sure how to keep the weatherstrip contacted to the cement frame. Not sure how long the weatherstrip will stay adhered with heat, cold and moisture Best answer I could provide.
