A: It can be but you have to score it till you are about 3/8” into it. I found using a circular saw with a blade you are happy to throw away works better
A: This was designed to cut backer board and have a rather blunt edge on them, so no, Dave they would not efficiently cut vinyl floor planks. A good quality utility knife will do the job. I used the Husky Folding Lock-Back Utility Knife, which has a quick blade change feature, and it works very well for this purpose. (And no, I don't work for Home Depot, but I shop there a lot.) Just have a lot of blades handy so when they get dull, you will be able to keep cutting. I tried two ways to cut vinyl: Score and break, and just cut through. I found that with vinyl flooring, just cutting completely through does a nice job. Good luck, Dave!
