Quikrete 1 Qt. Acrylic Fortifier provides increased bond strength for thin applications. This fortifier eliminates the need to "roughen up" the existing surface before applying a new application. Quikrete 1 Qt. Acrylic Fortifier also improves water resistance when added to stucco, tile grouts and thin-set mortars.

3"x3"x3" is a very small step. Maybe I read the post wrong. But, concrete does need a few days to cure and if it was my project, I would wait to ensure you have a great result, hope that helps.

Can this be used as a substitute for polymer additive? with thinset mortar, such as mapei thinset mortar

I imagine you could use a very small amount, but thinset when mixed properly has a great amount of adhesion properties.

I think that the concrete product that I purchased was not ideal for the application that had in mind--specifically, filling a corner of the foundation that had fractured off, but this product nevertheless facilitated robust hardening of the sandy mixture.
