Mix less then 3 bags at a time
I'm not sure how you're mixing this or what you're mixing it in with three bags is a lot to try to get mixed up at one time without it generating its own heat and starting to cure on you if you're mixing thing is too small. you need to have the water you use as cold as you can get it, the more working time you'll have especially in hot weather

          Dries way too fast
Definitely not a one hour working time, I have a mixer that can mix three bags at a time, by the time you pour that and start mixing the next three you don’t even have enough time to finish it before it was hard, strongly debating on Breaking it all up and returning it with a dump trailer.
