Will this product adhere to old, previously painted stucco surface?

Yes, but with proper preparation. As a contractor I have used this product on previously painted stucco stairway surrounds as well as chimneys. I first pressure wash the entire surface to remove any loose paint. I use 2,600 p.s.i. and take my time to get as much off as I can. I then allow the surface to dry overnight. The next day I coat the surface with a bonding product (there are several) and allow it to dry. The Quikwall will reactivate the bonding agent when it is applied. I have done this on chimneys and have great success.

Can Quikwall be applied to a wall that has moisture coming through (water not running down wall, but block stays moist). Or do I need to wait until it has completely dried? I can get the surface dry by blowing on it with a fan, but when I stop, the surface becomes moist again.

Thanks for the fast response, but maybe I wasn't clear. I understand that it has to be applied to a moist surface, but asking if it's ok if a small amount of moisture is coming through the wall. Or should it be dry, and then of course I would moisten the surface before application. THanks!
