No the blanket is only for the old model water heaters. The new ones don’t require a blanket.
Well it's physically possible but you might be creating a red flag if it was to be inspected b y your local authority and the difference in cost from brass might save your $10 or $!5 but brass looks great doesn't warp, degrade except natural aging causing gradual darkening noticeable after a few years but just be careful to wipe off the pipe as fingers etc. make it tarnish unevenly. But of course PVC is safe and possibly legal if you are willing to get yourself a permit if you are the owner of the house. If your not the owner put in what you want.
I don't know how much it weighs, but 2 people should be able to carry it. I used a dolly @ home to unload it from my truck by myself & installed it by myself too.

My instillation is outside in a highly windy area. It is in a vented cabinet, but the unit comes with a shield and I have not had any issues with the pilot going out yet
