Yes, 6300 can be used to install rubber back carpet tile. This adhesive can be used to install carpet tiles with the following backings: vinyl, rubber, urethane, recycled non-foam (PVC) and Enhancer™ backed carpet tiles. 6300 can be used to install luxury vinyl tiles (up to 12" x 12"), natural cork underlayment and specialty underlayments such as ROBERTS Sound Barricade (70-197).
IF, the EVA foam floor tiles recommend a glue down always follow the specific install guidelines. If a high quality PSA (pressure sensitive adhesive) is recommended during installation - Roberts 6300 can be used.

I have only used for carpet tiles as it is made so it releases them so you can change them out as needed. I think your vinyl tiles move around as their backing is different than carpet tiles.

Once the concrete is prepped 6700 can be used to install indoor/ outdoor carpet (not carpet tiles) with the following Backings – Polypropylene (ActionBac®), rubber-backed (foam, marine,waffle), urethane and tufted, woven or non-woven/needle-punch. 6700 will bond to a clean porous concrete. Epoxy coating is not recommended. Subfloors must be structurally sound, dry, smooth, flat (≤ 3/16” within 10’), level and free of excess moisture/alkali and all substances (oil, wax, grease, paint, oil based sealers, adhesive residue, etc.) that may inhibit the bond of the adhesive or the performance of the flooring or its installation.
Yes, it will affect the ability to adhere to the concrete. I had painted my concrete floor and used a stripping machine with strip pad to remove the paint. I had no problem with the performance of the adhesive since I installed my carpet tile in March 2017.
