I've applied the first top coat and let it dry. It has lots of darker areas where it looks like it's still wet yet completely dry. How can I fix this? It looked remarkable after the second coat of paint.

If it's been more than 24 hours, sand the uneven finish and make sure the surface is completely clean and dry before applying another even top coat. For best results, stir the Step 2 Top Coat thoroughly before use. Use a high-quality bristle brush or edger to trim the perimeter and hard-to-reach areas. Use a high-quality, 1/4” nap roller cover to apply an even coat onto the surface. Apply in 2’ x 2’ sections and maintain a wet edge while rolling.
