Rust-Oleum RockSolid 3 lbs. Concrete Putty Patch (6 Pack) is a proprietary blend of Portland cements, aggregates and additives. Achieves initial set in 10-15 minutes and final set in 20-25 minutes.           Hi Mable, our RockSolid Putty Patch can be applied to step edges. The best way to do this is to mix the putty, then apply either by hand (wearing gloves), or using a trowel or putty knife. The putty will achieve an initial set after 10-15 minutes, at which point a concrete trowel or putty knife may be used to shave away the excess putty even with the rest of the step. Once the putty has fully hardened, you can also sand to smooth any rough or uneven edges. - Rust-Oleum Product Support 2

As a general purpose cement based patch it does not designed to stop water flow.                   Have not done much with concrete so kind of new to this. Used it to fill a large crack/hole in a sidewalk. Guessed it would take 2 bags (6 lbs) to fill a hole about 12"long x 3" wide at widest point and 2 i/2" deep at deepest area. Very little left over if any. Mixed it in a gallon bucket but a bigger one would have been better. Can be mixed in the bag a plus for small jobs. Followed directions and it went fair to good I would say but that may have to do with my inexperience. Color is not a match but was more concerned about people tripping in the hole. I used the minimum amount of water for 2 bags, 24 ounces. 25 ounces I think would have made it easier to work. 26 is max for 2 bags. That would come with experience also.Seems tight in the hole and hard but there is a very very small crack going around the patch a day later. It does set fast so you need to setup and plan what you are doing. That has advantages and disadvantages. This is 2nd day from install and so far meets my expectations. Repairing a concrete step where corner has broken off next.
