Cracked second floor slab does not sound good. You need to grind out crack with diamond blade and then inject high strength epoxy. this may stabilize the movement. But something bigger is happening. Mesh and cement will not stop the cracking. Need to have structural engineer to evaluate.
The material is not metal. I would describe it as a fabric. It is similar to windows screen, but more coarse pattern. Flexible like cloth.
