It does not have a handle like the big metal packing tape dispensers do. The red plastic serves like a handle to roll out the tape and cut it, it's a bit different but after a little bit of using it I adjusted to using this one and I prefer it to the big ones with the long handles.
It does not have a handle. However, online orders are delivered to different cities, not the city I selected. will not recommend the online service.
