Yes. Just beware of the wind drag. I have two 3 x 5 flags on my pole. The American Flag on top and the Texas State Flag second. Seem to do well in 30/40 mph winds. Beyond that I lower the flags and take them inside(when I can remember).

No. This is a 20’ pole. You need one designed to hang at an angle if you want to mount at an angle.
Unfortunately you must buy the whole kit from Home Depot. The mfg does not offer parts. My own flag pole was messed with and one section needed to be replaced when wind blew it down. However second hand information that was received recently, suggested that I find a pipe shop and try and match up the same size type pipe. I am going to try that process before I buy the complete kit. And another however, buying another kit will give you replacement parts for the future.
They instruct you to make the hole 24" in diameter. I made mine 18" in diameter. It has not moved or leaned over in the high winds we had just about a month ago in North Texas. Let the concrete cure for a couple of days before placing the pole on the base.
It's been a few years now. I threw the box away. The pole seems to be well made. I do recall it was made in the USA. The pole still has its new look and it proudly displays our American Flag and the State of Texas Flag.
