how is the sanding belt changed ?

Pull the grey lever toward you to loosen the sanding belt. Pull the belt toward you. The lower side (left side) has a tight clearance so you should move the belt a little at a time, top to bottom to top or left to right to left. (depending which position the belt is in). Put on the new belt and center it on the rollers. Close the grey lever. Turn on the unit and watch for drift of the belt. If the drift is great, shut off the unit. If it doesn't move you are set. If it moves off center, turn the yellow knob slowly to bring it back to center. That should be it.
